Hi Pallavi,
        The registrar should use the procedures of Section 18.2.2 to
determine where to send the response. Since the connection is down, it
should open a new TCP connection for each unique IP/port combination
thus determined and use it to send the response(s).

        Multiple REGISTER requests with different call-ID, BranchID,AOR

responses
for this kind of scenario??
