My understanding is that the following is indeed valid. The 
P-Asserted-Identity header here consists of two fields (a sip and tel 
URI) and EACH of those MUST contain a name-addr or addr-spec.

In which case, parameters are indeed allowed with the tel: URI.

It is also equally valid to have the following split over two PAI headers.

i.e.
P-Asserted-Identity: "045665595" <sip:[EMAIL PROTECTED]:5060>
P-Asserted-Identity: "045665595" <tel:045665595;cpc=ordinary>

Again, this is my understanding and I'm happy to be corrected.
