2)INVITE/Join looks promising but the mixing is controlled by
the UA receiving the INVITE/Join. In this case I would like
the UA sending the INVITE/Join to redirect the call to a
   specified service url.

Is there any possibility for a third party to force a dialog
   into a specified mixer?

The trick I was taught is:

1) The mixer sends an INVITE/Join to endpoint A. This leaves two legs
   mixed at A.

2) The mixer sends an INVITE/Replaces to endpoint B. B then ends its
dialog with A, causing A to revert to a single dialog, but with the
   mixer.

At this point, A and B each have a dialog with the mixer.

Unfortunately, implementation of INVITE/Join seems to be very thin.
