   arbitrary lengths of the individual header fields, as long as the total
   packet length falls within the allowed maximum?

sipX allows fields and SIP messages to have unlimited length.

Our experience has been that devices that set limits set them too
low.  Recently, we discovered that a popular SIP/PSTN gateway product
can only process seven Via headers on a request.  As a result, a
particular call-forwaring pattern in the PBX of our customer failed.

We expect such failures to become more fequent as we start to use SIP
between organizations.

The Pingtel interoperability server (http://interop.pingtel.com) lets
you test that your UA isn't confused by long messages.
