You may want to look at draft-mahy-sip-remote-cc-03 for call control of
UA which use cti applications. What are the things that call flow using
REFER does not cover?

Gentlemen,
 
I have started what I suspect is going to be a long journey into SIP and
despite having done a fair amount of research thus far I get the
impression I have just begun to scrape the surface.
 
One thing that I have not been able to gain any clear resolution in my
mind about is how third party call control for UA's (i.e. by CTI
applications) is defined, I have come across mention of the SIP REFER in
passing but this does not seem to handle such things in entirety. In my
mind I would imagine a tasteful proxy may be able to influence call
interaction for a UA/SIP end point (comments?).
 
Does anybody have any insight in this regard?
