Pl. look at section 18 of RFC 3261. Your UA can make an implementation decision to support only UDP and can register with Contact header containing a transport=udp parameter, but it will have limited interoperability. Besides it won't be able to meet some other requirements from the rfc that if request is more than 1300 bytes, then it must be sent using TCP
