The two series of registrations for the two AORs can have different
Call-Ids.  And it appears from reading section 10.2 of RFC 3261 that
they can use the same Call-Id, too.  (If they use the same Call-Id,
you have to be careful that the CSeq number increments for every
request using that Call-Id.)

But I expect some registrars would not work correctly if two series of
registrations use the same Call-Id.

Using the same Call-Id for both registrations is probably one of those
situations where you can use the same Call-Id for two activities, but
you probably shouldn't.
