What do you mean by "located"?

The question of if ported numbers force you to break up large 
delegations into lots of small ones are, AFAIK, decided nationally.

In Sweden, you would be forced to break up the delegation of the 10000 
numbers since the VoIP provider (diffop.com) really does not want to be 
depending on your nameservers to provide it's customer fault free 
service.
