Not generally.

When a proxy server which implements a event registration package i.e., 
(RFC 3680) receives a REGISTER message, it sends the NOTIFY. Normally, a 
presence server which aggregates information from multiple sources will 
SUBSCRIBE to the proxy server to get notification about registration 
state changes.

The presence server received NOTIFY (event=reg) from registrar/proxy and 
then generate NOTIFY ( event = presence) to all the watchers of the user.
