Since it is a "service" at the B2BUA, it basically can do whatever it
wishes.  

Some allow the INVITE to continue.

Some ignore the INVITE.  

Some return 403 after potentially playing a treatment first.

I am not aware of B2BUAs attempting to treat the INVITE's Contact as a
registered location; however it wouldn't surprise me.  Note that such
functionality has not been standardized within the IETF SIP working
group.  And thus, some would likely call it a bug instead of an implied
registration service.

The "expiry time, n other details" are the reasons why it would likely
never be standardized.
