The 200 OK for INVITE MUST be forwarded by the SIP server. There is no priority in forwarding 200 OK. In real world scenario, once the SIP server gets the first 200 OK for INVITE, it will send CANCEL to all the other legs. So, the chances of getting multiple 200 OK for invite are low.
