There has been an explicit effort to word the requirements in such a way
that the registrar is not required to retain state for each of the gruus
that is currently active. Anything that provides a way to invalidate a
particular temp gruu will violate that goal.
We have made the invalidation of all the temp gruus be associated with
the unregistration of the instance id. This only requires a small amount
of per-registered-instance-id state be maintained.
