You can reject a request.  However that doesn't really prevent the user
from placing the call on hold (i.e. quit sending and presenting media).
And it doesn't prevent the user from indicating hold within a response.
And it doesn't guarantee that the user (and the device) is willing or
able to allow the call to continue if the media change is rejected.
