Is it possible? Yes. One example is RFC 4354, which defines a mechanism for a certain type of SIP client to inform the network about certain types of configuration settings (where certain type = PoC). The better question is: should it be done? And the answer is almost certainly "no." Simply put, SIP was designed to do session management.
