Thanks for pointing out the rfc3581 text.  I agree resending the INVITE
works and is suggested by rfc3581.  Hopefully the text only applies when
not using same outbound device and pinhole for incoming calls.  

The main reason that I mentioned it was an interesting choice was
because of the potential for unexpected behavior when received at a
device unable to recognize (because a restart, etcetera) that this a
retry.  And even if there wasn't a restart, hopefully the 18x contents
don't cause confusion if successful UPDATEs have occurred within the
early dialog.
