I concur, based on rfc3261, section 8.1.3.4.

I'm not entirely up-to-date with recent work on outbound proxies (there's an
I-D out there, but I haven't read it and don't know if it's relevant
to your question),
but rfc3261 simply says that the use of an outbound proxy is a matter of local
policy. I would expect that, if the UA typically uses an outbound
proxy to establish
a new dialog, it should do so in this case as well.

So, I vote for b).
