Q1. I think, it's not right.

If Contact in 302 is 
sip:[EMAIL PROTECTED];sdfs=sd;msdf=21342;shabba=dabba
then Request URI of redirected INVITE would be
INVITE sip:[EMAIL PROTECTED] SIP/2.0

Rather if Contact in 302 is
<sip:[EMAIL PROTECTED];sdfs=sd;msdf=21342;shabba=dabba>
then Request URI of redirected INVITE would be
INVITE
sip:[EMAIL PROTECTED];sdfs=sd;msdf=21342;shabba=dabba
SIP/2.0

For the 1st case, "sdfs=sd;msdf=21342;shabba=dabba" is
contact-param whereas for 2nd case it is
uri-parameters. As per RFC 3261, entire URI of Contact
Header is copied to request URI except method-param
and headers URI parameters. The contact-param is not
copied.

Q2.
The answer is dependent on UA. if UA is implemented to
send any outgoing message to outbound proxy then it
shall send re-directed message also to outbound proxy
even if it knows the target address.
There are UAs that sends re-directed INVITE directly
to 302 Contact.
