I think these headers can be added to responses because the updates to
Table 2 of RFC3261 (described in Sec 9.1 and 9.2) indicate that the new
headers can occur in any request or response (blank 'where' column).

Rereading it, I can see where the confusion lies - section 8 is called
'User Agent Server Behavior' but I think it can equally apply to UACs.
