originates with a value that SHOULD be 70." Here RFC says Max-Forwards value 
should be 70 not Must be 70, so this is configurable and it depend on the 
designer to decide this value incase if they choose wrongly (less value than 
suggested) then they will bound to get 483 response so in that case, even i 
also in RFC find nothing about this scenario so i thought let take help of you

  Intention behind the max-forward header is to find any loop in the flow. 
mostly the value that is set in this header is fairly large ( 70  ) value so 
that any loop can be detected. there is no text available in the rfc which 
indicates the reaction for 483 response. 

  Consider following scenario:
  UA can try upto the value of 255 in this header but practically this value is 
fairly large value. So RFC recommends 70 that covers all kind of existing call 
flows.

      If destined user receives the message with max-forwards as zero. It has 
to honor the message. A proxy should check the value of max forwards before 
forwarding it to next hop.

      Piece of text from 3261:

If the Max-Forwards value reaches 0 before the request reaches its destination, 
it will   be rejected with a 483(Too Many Hops) error response.
