Ok, I'll buy that.

I had inferred that the inverse would also be true (what MAY and MUST
*NOT* be done *until* the answer has been sent), but it's never a good
idea to draw inferences from specs.

And I do realize that the offerer has to be prepared to receive media
immediately after sending the offer. But I assumed that was to cover
the case where the answer is delayed in transit (because it traverses
a set of proxies) and arrives after the first media packets (which are
sent directly to the UAC).
