Hi Steve,

Yes this is a correct behavior. The contact expires parameter indicates 
how long the UA would like the registration to be valid.

The registrar takes this value as a suggestion but it may have a local 
policy and is allowed to either reduce this value (the selected value is 
indicated in the 200 response) or reject the registration if the 
suggested value is too short.

It seems your registrar is configured with a maximum expiration value of 
60.
