Deepak, I'll admit right away that I'm not confident that I know the answer to your question, but I'll offer an opinion in hopes of spurring some discussion.
I believe the UAS should accept and process the request and send a response back using the transport specified by the top-most Via header (in this case, UDP). Because the Contact header in the request included a SIPS URI scheme, the Contact header in the response must be also be a SIPS URI. Both UAs should send any subsequent in-dialog requests using TLS, as specified by the Contact headers.
