How my UAC should behave upon receiving this 200 OK. Is UAC is registered ? (by giving no importance to To-Tag) Does UAC has to send again REGISTER request since 200 OK does not = contains To-Tag ? Since the response is invalid according to RFC 3261, the UA can handle it in whatever way it wishes.
