The simple answer is: yes, the client should retransmit the BYE request if
it doesn't receive a response. There are a couple of timers (Timer E and F) and
a couple of variables (T1 and T2) that determine how many retransmissions
should be sent.

If the default values are used, Timer E will increase after each retransmission,
but will max out at four second intervals and Timer F will be 32
seconds. So, the
request will be retransmit after 500ms, 1s, 2s, 4s, 4s, 4s, 4s, 4s, 4s, 4s for a
total of ten retransmissions.
