Hi Guang, If you go to section 12 RFC 3261 it says:
12 Dialogs A key concept for a user agent is that of a dialog. A dialog represents a peer-to-peer SIP relationship between two user agents that persists for some time. So a dialog is between 2 UAs and not between UA and REGISTRAR. Moreover INVITE in only request to establish a DIALOG as of now.
