Respond 200 for CANCEL? Cease retransmission of 180? Respond 487 for INVITE? It has to send a 200 for the CANCEL (eventually). It also has to send a 487 for the INVITE (eventually). Whether it gives up on the 180 or not seems to be its choice -- it can even keep sending 180 after the 487 (pretending the network delayed the 180), though that doesn't seem to be recommended. But eventually it has to give up on re-sending the 180.
