Is the behavior of UAC correct? The UAS is, of course, not behaving correctly. What the UAC discovers is that it is not going to receive updates regarding the progress of the REFER. (Which could happen legitimately if the UAS sent the initial NOTIFY with expires=0.) What the UAC does when the subscription is terminated before delivering a final status of the new INVITE needs to be considered by the application designer.
