The Route header is a way for the UAC to specify *intermediate* servers 
to which the request should be routed *before* it is routed to the 
ultimate intended destination. These hops are specified explicitly by URI.

The Accept-Contact header is used by the UAC to indicate a preference 
for how a choice shall be made among alternative (registered) contacts 
once the request has reached the specified destination address. The 
Accept-Contact is driven based on attributes of each registered contact 
rather than a URI.
