Either alternative might happen.  In particular, the UA must be
prepared to see 3xx responses returned to it and to act accordingly.

   When 1 public identity is registered with 2 contacts with different private
   identities, and INVITE is send for this public id without the
   REQUEST-DEPOSITION header then by default the INVITE will be forked or send
   to the contact with high q value?

The proxy has a very wide range of what it is permitted to do.  But
the commonest algorithm is:  The request is forked in parallel to all
of the contacts that share the highest (explicit or implicit) q value.
Once all of those forks have failed, the request is parallely forked
to all the contacts that share the next-highest q value.  Etc.
