Yes, User A needs to discover P-CSCF in the visiting network (homeB). This 
may be done by using procedures like DHCP, GPRS etc

You can find detailed call flows in 24.228.

Hi,
  User A registered with homeA IMS netwrok. User B registered with homeB 
IMS network.
 
   When user A comes into the homeB network does he needs to register with 
homeB ? 
   How he will discover the p-cscf to be contacted in visited network. ? 
   If possibel please send me the call flow...
