It depends on the purpose of the B2BUA. If it is proxy-like then
probably should act as a proxy would. But not all B2BUAs are proxy-like.
For instance a conference focus is a B2BUA but typically isn't
proxy-like. For it, an invite with Max-Forwards:0 is probably fine.
