Hi Satyendra, When the '+' sign is not present, but a telephone number is represented by the user portion of the URI, the SIP URI should contain 'user=phone' parameter though otherwise it is optional if the user portion does not represent a telephone number.
Also, the number is likely to be a PSTN number and locally significant. I hope you get my point.
