If a provisional response with a to-tag has been returned, establishing
an early dialog, then the UAC may send a BYE within that early dialog.
That will terminate that particular early dialog. But if the call was,
or might yet be, forked by an intermediate proxy, then the BYE won't
prevent that. So it might not terminate the entire call.
