In sipXecs, when our location server resolves the AOR, it returns a 302
to our proxy that includes each registered Contact, and for any AOR that
has voicemail it also returns a Contact for the voicemail system.  The
Contact for voicemail has a low 'q' value (0.1) so that it is pursued
only if no other branch succeeds.
