There are different ways in which routing is handled, It all depends on
what network we are implementing. 

i.e in IMS network there will be application server which will see that
call need to be routed to VMS and will put predefined URI (Voice mail
number) in outgoing INVITE and there will be iFC on CSCF which will take
care of routing this to VMS.
