A note more about it:

In RFC 3261 the Contact is optional in 101-199 since those responses don't 
always create a dialog (just if there is Contact header).
But RFC 3262 says that the reponse must establish a dialog (if not yet 
created) so it required it has Contact. Otherwise the dialog is not 
completed.
