I am looking for a case without guru because in network which I saw there is no guru. should that be a From Header (or) Contact Header (or) PAI? can you please point me to the section in rfc also. For instance, are you asking how to populate the REFER's Request-URI (if sent outside of dialog) or Refer-To (when using Replaces)? Either way, you'd likely want to use the Contact. You will be interested in RFC 7647 which clarifies the GRUU mandate and updates RFC 3515. Without the use of GRUU, you might not reach the desired device. Similarly with the use of GRUU, things might not work.
