This discusses the R-URI, I was looking for the URI in the replaces header.in
the example in that. Replaces:
425...@bobster.example.org;to-tag=7743;from-tag=6472
what is the guidance for "425...@bobster.example.org"should this be the
contact-header of the Dialog planning to be replaced?
I feel we can keep any value but is there any guidance for this?or did I read
it wrong and this statement you pointed is also applicable to the replaces-to
as this is mentioned in that section.

with replaces header.here refer-to=URI??? DialogID is that need to be replaced
which is Alice to BOB DialogID.

the REFER's Request-URI (if sent outside of dialog) or Refer-To (when using
Replaces)?
Either way, you'd likely want to use the Contact. You will be interested in
RFC 7647 which clarifies the GRUU mandate and updates RFC 3515. Without the
use of GRUU, you might not reach the desired device. Similarly with the use
of GRUU, things might not work. Intermediaries can complicate things as
discussed within draft-allen-dispatch-routing-out-of-dialog-request.
