Perhaps. I would need to study in more detail what happened before rendering judgement. (And I doubt there is any value in doing so.)

Charitably, it may have been an attempt to apply Postel's Maxim, but maybe in an inconsistent way at two different points in the code.

(That is a big problem with Postel's Maxim - if there is more than one way to be forgiving then it can lead to chaos.)
