I understand your point. But I have a question in Scenario 1. Let’s assume that 
A side fork is not supported.
If proxy forks the call, it receives two 180 Ringing response without SDP. If 
we relay the 1st  180 and if 2nd 180 is consumed by proxy, unfortunately the 
2nd  person attends the call in Side B(which proxy will not be aware when it 
consumes 180), proxy will relay 200 OK from 2nd  person. Now the 180 Ringing 
sent to side A and 200 OK will have different  to-tags right?

Am not clear in this use-case.
That’s why I have asked proxy should forward only the ringing response in which 
call leg it has been answered ?

Very specific to your scenario for 180 without SDP ,
There can be 2 scenarios based on which it depends whether to send all forked 
180 or not .
A side fork not supported :First 180 sent and next 180 with different to-tag is 
consumed by proxy
A side fork supported : Both 180s relayed to A.

As mentioned there is no harm in relaying forked 180s if A supports fork, later 
when final success response comes
it can be relayed too.
