Hi Agalya,

Very specific to your scenario for 180 without SDP ,
There can be 2 scenarios based on which it depends whether to send all
forked 180 or not .
A side fork not supported :First 180 sent and next 180 with different
to-tag is consumed by proxy
A side fork supported : Both 180s relayed to A.

As mentioned there is no harm in relaying forked 180s if A supports fork,
later when final success response comes
it can be relayed too.
