Here is the flow which i have seen in one of the deployments:

Fixed IMS client calling Volte Subs:
       Incoming Invite if having QOS params ,local would be met already
with a:sendrecv.
       So Volte end can send 183 sdp to get its local side qos met.And then
180 ringing
       after precondition met .On getting 180 , caller can hear local
ringback tone.

Fixed IMS client calling VoWifi Subs :
       Both end dont need precondition here so 180 can be sent immediately
by VoWifi end
       after getting Invite. On getting 180 , caller can hear local
ringback tone

Do you mean, Fixed IMS caller always wait for remote ringback tone ?
Why local end DSP resources not used to play local ringback tone on getting
180 ?
