Hi, Some of the PUBLISH examples within RFC 7463 (sections 11.7, 11.9, 11.10, and 11.14) contain a To tag.
Was that was intentional? RFC 3903 does allow PUBLISH to be sent within dialog. However, I'm not sure what within RFC 7463 is actually creating the dialog that is being shared unless maybe sharing dialog with depicted NOTIFYs (and according to section 11.7 example, that is not occurring).
