The example messages are not well-organized.  The to-tag on those
PUBLISHes is 428765950880801, which appears only on the 4 PUBLISHes that
have to-tags.  Since PUBLISH cannot create a dialog, there would have
had to be some other request that created the dialog with that to-tag.

Three of the PUBLISHes have to call-id 87837Fkw87asfds, and one has the
call-id 44fwF144-F12893K38424, all of which appear only in PUBLISHes.
