Based on discussions we've had in SIP, I have (with some good input from a
number of people) put together a draft which defines a mechanism to indicate
support of, and use, the keep-alive techniques defined in draft-outbound,
without using the Outbound mechanism itself.
One use-case, which is also what we mostly have discussed, is simply when
entities do not support the Outbound mechanism but still want to implement and
use keep-alive.
Another use-case is non-registration calls (for example non-registration
emergency calls) where Outbound can't be used.
