Sounds reasonable. Of course, you can send a 403 to any request at any time
according to local policy, but I see the potential need to warn people away
from sending it for this particular reason under these particular
circumstances.

What I'm claiming right now is that it is a complete list of every sentence
and clause in 3265 relating to the topic. A *complete* list would include
the stuff in 5057 -- but I'm hesitant to suck in 20+ pages of information
that is already specified elsewhere.
