Ah, son of a gun. I was editing it in vi and I wasn't seeing the problem.
With your help, (which, I really appreciate), I was able to get further- my
problem was in the recv tags:
<recv response="202"
</recv>
I opened it up in gedit to copy and paste more easily and the lack of a >
at the end of the recv open was glaring scarlet- I just wasn't seeing it.
