Just to be clear: you now think that SIPp is sending the right SIP packets, and Asterisk has stopped showing errors related to [::1], but is still returning a 403 Forbidden?
One thing to try is making a phone call from an ordinary SIP phone to Asterisk. If that fails, it suggests that your Asterisk is wrongly configured: if it works, you can compare the Wireshark traces and see what the differences are.
