Typical reason for bind error is that port required by SIPp is used by
some other application. You can use "netstat -anp" command on linux and
"netstat -anb" on Windows system to find out which process is using this
port. You need to kill that process and then try again.

I have searched the web and find a few references to this error but still have
no idea how to debug or fix it. I have tried versions 2.0.1, 3.1, 3.2, and 3.3
with all the same result. The assumption is that this worked at one point but
I have no idea what has changed and therefore need some assistance in debugging
the error.
Any help would be appreciated. Some example in the attached file.
