Success! Okay. So to install on an absolutely clean fresh Ubuntu 12.04-3
server:
aptitude update
aptitude upgrade
aptitude -y install ncurses-dev
aptitude -y install automake
aptitude -y install autoconf-archive
cd /usr/local/src
git clone https://github.com/SIPp/sipp.git sipp-git
cd sipp-git
autoreconf -ivf
./configure --with-pcap
make
mv sipp /usr/local/sbin/
